PANPHA (link: http://www.panpha.org/), An Association of Nonprofit Senior Services, represents more than 370 nonprofit religious, fraternal, community and government-sponsored providers of a variety of nursing homes, retirement communities, personal care, housing and community service providers in Pennsylvania. One of the strategic focuses of PANPHA was to assist members to align their services with consumer demands. PANPHA created the Alignment Task Force (ATF) and directed the group to assist members to identify consumer preferences and to assist members to develop services to meet those needs.

TDCG was the facilitator of the ATF, which met over a period of over 3 years. As a result of the work of the ATF, PANPHA incorporated a Consumer Choice Vision statement as one of its four Strategic Initiatives. PANPHA is now advocating for a long-term care system that is driven by and responsive to consumer's needs, wants and expectations.
